Permaculture will be part of our adaptation to climate disruption. Because that disruption can be fast, we need something that is fast. Permaculture usually stresses going slow. So how can we think about Emergency_permaculture?

We start with some land in some specific climate, and people, and some resources. We want to grow food and get some basics like water & shelter. The people are locals if the economy forces them to, locals if they simply decide to, or incomers. Once the systems are established people may go home or move further, but the systems stay.

Another scenario is people wanting to plant forests or other kind of vegetation, with some component of food but mostly directed towards having a massively greener Earth. It could be that once they feed themselves they also want to plant a thousand trees per person.
