The tools to prevent, abort, por mitigate a pandemic are many, a sad they can be categorised in many ways. This page suggests looking at what the tools do, and who participates in its creation and use.

Reduce respiratory contacts: between (borders), within (schools, shops, transport, workplace). Redesign activities.

Prevent transmission when there's respiratory contact: ventilation, filtration, respirators & surgical masks with Adjusters.

Information about how risky respiratory contacts are: rapidly tests... waste-water surveillance systems.

Organising collective responses: education...

Keeping vital services functioning in a severe scenario: SCIM x OODA, or better.

Example: Two comparisons we can keep in mind are: shoelaces (someone designed them, someone makes them or we can use any comparable string, we tie them ourselves), vaccines (the idea is well known, making and updating them is complex, and users are generally in charge of offering their arm or not).
