You can do either - but if you reply on your own page, it's best to tell the person on their own talk page.

That's a real challenge - do your best, keep track of what you've done (e.g. use labels or folders to keep track of emails you've sent and received) and if there's no response, we'll see if we can think of other approaches. Maybe we could make a list of those we're trying to find, and send emails out to our contacts and relevant university departments and organizations.

Thanks for deleting that page. I have been using Appropedia Action Groups as a start page. Do you think moving it to a category page would be beneficial? Re moving it to a category page: We've been tossing around the Topic categories idea for a while, and occasionally coming back to it. It's so long that I've almost forgotten what my concerns were, but I think we should get this resolved on a policy level, so I'll do some more work on finding a solution to this.
